Megalopolis

In the American city of New Rome, architect Caesar Catiline, a Nobel Prize winner and head of a design bureau who can stop time, designs an ideal metropolis of the future, where everyone will be happy. He plans to build it with the help of the magical material he invented himself, megalon. Mayor Cicero actively opposes this approach and Caesar himself, but the mayor's daughter Julia is first captivated by Catiline's projects, and then by him himself.
