The film tells the story of a good cop who becomes embroiled in a dangerous pursuit of Cordell, a "maniac cop" who brings his own bloody justice to the streets of New York City. This time, Cordell rises from the grave in order to restore the good name of a comatose woman - police officer Kate. She was shot in a shootout and was accused of the brutal murder of a “random visitor” who was actually a drug addicted robber who had taken a hostage. And Kat was set up by TV reporters who manipulated the video during editing. But the terrifying “maniac cop” in his merciless revenge is ready to deal with all the “bad guys.”
